Submission Deadlines Announced for ACP Transparency Data Collection

On November 23, 2022, the FCC published a Fourth Report and Order1 regarding the Affordable Connectivity Program (“ACP”). Specifically, the Commission adopted rules requiring broadband service providers to submit data to the Commission regarding subscribers to the ACP program. These rules include requiring providers to submit a unique identifier that matches the service provider’s broadband label for each service plan to which an ACP household subscribes; pricing information; the total number of ACP households that are subscribed to each service plan, aggregated at zip code level; and plan characteristics, such as maximum advertised speeds, bundle characteristics, and data caps.

On August 11, 2023, the FCC established a data submission deadline for the collection of November 9, 2023, based on a snapshot date of August 1, 2023. ACP providers must submit data through the ACP Data Collection System hosted by USAC, and providers can begin submitting data on September 8, 2023.
