FCC Sunsets Form 477 for Broadband Deployment Data Collection Effective December 16, 2022

The FCC has sunset the Form 477 for reporting broadband deployment data effective as of December 16, 2022. Going forward, providers must use the Broadband Data Collection (BDC) filing system to report both subscription and availability data. Specifically, beginning with data as of December 31, 2022, providers must use the BDC system to submit: (1) fixed and mobile broadband and voice Form 477 subscription data,1 (2) fixed and mobile BDC broadband availability data, and (3) BDC mobile voice availability data. The Form 477 may only be used to make corrections to existing Form 477 filings for data as of June 30, 2022 and earlier.2 The FCC has delegated authority to several bureaus and offices to address the impact of these changes on various programs and calculations, such as the Alaska Plan, the competitive market tests for Business Data Services (formerly Special Access services), and the deployment obligations for Connect America Fund Broadband Loop Support.

Please contact Robin Tuttle at [email protected] or Greg Whiteaker at [email protected] if you have any questions about these changes or future reporting requirements.

[1] Fixed voice-only providers are not required to submit voice availability data, rather only voice subscription data in the subscribership module of the BDC system.
[2] The Form 477 instructions will be updated to reflect these changes.
