Common carrier licensees with sixteen (16) or more full-time employees must file an annual employment report (FCC Form 395) with the Federal Communications Commission by May 31, 2023.

If the filing concerns a licensee that had fewer than sixteen (16) full-time employees during the selected payroll period, no Form 395 filing is required. Such licensees, however, may fill in Sections I, IV, and V of the form and submit it to comply with current reporting obligations. If the filing concerns a licensee that had 16 or more full-time employees during the selected payroll period, all sections of the report should be completed.

All common carrier licensees, regardless of the number of employees, are required to file a report of equal employment opportunity discrimination complaints brought against them. The discrimination complaint requirement can be satisfied by completing Section IV of the Form 395.
