Mobility Fund II 4G LTE Coverage Data Due January 4, 2018

In connection with the Federal Communications Commission (“FCC”) challenge process for determining areas eligible for Mobility Fund II (“MFII”) support, mobile carriers that previously reported LTE coverage on the FCC Form 477 must respond to a one-time data collection of 4G LTE coverage.  The Office of Management and Budget has approved this data collection and the data is due by January 4, 2018.  The FCC has issued a Public Notice containing detailed instructions for the data collection, a copy of which is attached. Providers Required To Submit Coverage Data
Providers that have previously reported LTE coverage on the FCC Form 477, and that have qualified 4G LTE coverage with download speeds of 5 Mbps at the cell edge with 80 percent probability and a 30 percent cell loading factor, as specified in the FCC’s Mobility Fund II Challenge Process Order (“Challenge Order”) must report and certify by January 4, 2018 the 4G LTE that they have deployed in each frequency band and bandwidth as of August 4, 2017, or later, including a certification from a qualified engineer.
Qualified 4G LTE providers must submit: (a) coverage data using polygons in a shapefile format with a resolution of 100 meters or smaller; (b) terrain and clutter data with loss ranges populated as variable or constant; and (c) a list of at least three readily available handsets that challengers can use to conduct speed tests.  Provider-specific information will be treated as confidential, and parties accessing the data as part of the MFII challenge process must agree to treat the data as confidential.
The FCC will notify filers when submitted data has been accepted on a preliminary basis.  After FCC review, the FCC will notify filers when submitted data is considered final.
Other LTE Filers Required To Submit Certification
Providers that have previously reported LTE coverage, but that do not have qualifying LTE coverage that meets the Challenge Order specifications, must certify by January 4, 2018 that their LTE coverage does not qualify for data submission, and this filing must include a certification from a qualified engineer.
All LTE Fillers Must Submit Contact Information
All LTE filers must submit contact information to the FCC by October 23, 2017 in order to receive log in credentials necessary to submit coverage data and certifications.
