FCC Eliminates Annual Cable System Filing Requirement

On September 26, 2018, the Federal Communications Commission adopted a Report and Order eliminating the Form 325, Annual Report of Cable Television Systems, filing requirement.  First developed over 50 years ago, Form 325 collects operational information from cable television systems with 20,000 or more subscribers and randomly selected small cable systems with fewer than 20,000 subscribers, including their network structure, system-wide capacity, programming, and number of subscribers. In recent years, the Commission has limited its use of Form 325 data.  In the Report and Order, the Commission concluded that due to changes in the marketplace, operations, and technology Form 325 is no longer practical or necessary and furthermore, much of the information collected by the form can be obtained from alternative sources without the filing requirement.  Therefore, the Commission determined that the benefits of eliminating the Form 325 outweighs the regulatory burden imposed on cable operators.
